Decided in 2007 by a thin 5-4 margin, Massachusetts vs. EPA ruled that that EPA must regulate carbon dioxide emissions as part of the Clean Air Act. Lazarus recounts the eight-year crusade of an idealistic lawyer to restrict greenhouse gas emissions from new cars. Joe Mendelson eventually enlisted the support of the Sierra Club, Greenpeace, NRDC, and twelve state attorneys general. Their unexpected triumph laid the groundwork for many subsequent environmental safeguards since.
